Tether Taps Bo Hines, Former White House Crypto Advisor, to Lead U.S. Strategy
Ex-White House Crypto Council head joins Tether to spearhead market outreach, policy engagement, and U.S. expansion amid evolving stablecoin laws.
Tether, the world’s leading stablecoin issuer, has enlisted Bo Hines, the former Executive Director of the White House’s Presidential Council of Advisers on Digital Assets, as its Strategic Adviser for U.S. Markets. The announcement was made on August 19, 2025.
Hines departs government service after playing a central role in crafting the GENIUS Act—the recently passed stablecoin regulation that mandates issuers to maintain full reserve backing, such as U.S. Treasuries, and requires regular transparency on those reserves. Bo will now apply that legislative acumen to expand Tether’s presence and reputation in the complex U.S. financial landscape.
“Tether’s hiring of Bo is a significant signal showing our commitment to building a strong, compliant presence in the U.S.,” said Tether CEO Paolo Ardoino. Bo’s ability to navigate policy terrain and understand blockchain’s practical implications was cited as an asset.
In his own words, Bo Hines stated:
“Throughout my public service, I’ve seen stablecoins’ potential to modernize payment infrastructure and drive financial inclusion. I’m excited to continue that journey now from the private sector.”
This appointment comes at a pivotal time—stablecoins like USDT are entrenched globally, yet must now align with U.S. regulations. Tether, which was previously fined $41 million for lack of reserve transparency, has committed to launching a U.S.-specific version of its stablecoin to comply with the GENIUS Act while maintaining transparency and compliance.
