Federal Reserve Governor Michelle Bowman delivered a compelling message at the Wyoming Blockchain Symposium, urging her peers and global regulators to move past what she described as an “overly cautious mindset” toward emerging technologies—especially cryptocurrency, blockchain, and artificial intelligence. Amidst the evolving digital finance landscape, Bowman emphasized that regulatory frameworks must strike the right equilibrium to both protect markets and foster innovation.
A key portion of Bowman’s speech focused on the rising prominence of stablecoins in both retail and institutional finance. She highlighted the recent enactment of the GENIUS Act, the first major U.S. federal framework regulating payment stablecoins. This legislation requires stablecoin issuers to maintain secure reserve backing and provides much-needed clarity to the sector—encouraging broader institutional participation under a rationally structured system.
Bowman proposed a proportional regulatory approach, wherein enforcement efforts are tailored to an entity’s size and operational complexity. This would replace one-size-fits-all models, allowing regulators to adapt standards based on risk profiles. She also referenced policy shifts that have removed “reputational risk” from routine bank examinations—highlighting efforts to reduce barriers to exploration in blockchain and crypto services.
Her remarks are especially notable considering her positioning as a potential candidate for Federal Reserve Chair. She framed the regulator’s role as being at a pivotal crossroads: either lead innovation responsibly or risk falling behind as markets evolve rapidly. “We must integrate innovation into policy frameworks, not suppress it,” she warned.
